Does not work always, but one workaround is to use ffmpeg: Find the 'fragmented.mp4' URL via Right Click > "Inspect" > "Fragmented.mp4" and then copy the URL ending in "fragmented.mp4" and you can see that it is actually just streaming from that particular source. Use that as the input... example commnad... `ffmpeg -i https://*/fragmented.mp4 -c copy output.mp4` Wait for a bit and you are good; might need to keep the browser open if it is using some kind of credentials or something, who knows.
Was incredibly helpful whilst it worked. Panopto isn't used properly by most lecturers and so finding videos is incredibly annoying, so its far easier and more convenient to download them to your own computer and sort them properly. Unfortunately it no longer works :( Hopefully an update will be released soon. This is the sort of extension I would happily pay for as it saves so much time.

Not sure if it's due to my institution's settings, but when I click on the download button of the plugin I get a html download that fails due to "Forbidden".

Actually works, unlike the other (maybe outdated) Panopto extensions, and goes the extra mile with a professional-looking UI and options to download multiple videos.
